On Wednesday, April 16, 2025, 18 members of the Taylorstown community met at Mount Pleasant Church to kick off the Small Area Plan (SAP) planning effort. The meeting provided an overview of current developments in the county, detailed how the community can participate in the ongoing planning efforts, and set next steps.
Small Area Plans
Loudoun County is establishing small area plans for all of the historic villages in the county, which will be used as guidance for decisions, approvals, and funding that will affect our area. We hope to come together as a community to create this plan with input from all our neighbors. The types of things that could be included in these plans are:
- Zoning rules for construction, business, livestock, and other activities, which as a community we decide to allow/limit
- Plans for updating traffic patterns, signage, sidewalk construction, and lighting to improve use and safety.
- Construction guidance for modification and construction of buildings in the community to preserve the historic character of the area.
This planning has already begun for some villages and will occur on a rolling basis with the help of consultants provided by the county.
It is critical that we have maximum participation from those who live in the village as well as the surrounding area to ensure the county takes our input seriously, and that the process results in a plan that reflects our desires as a community for the direction of Taylorstown.
Next Steps:
TCA is establishing a regular meeting schedule with the goal of getting as much input from the community as possible. The next meeting will be held on Thursday, May 1st at 7pm in the be in the Multi-Purpose Room (lower level) at Mount Pleasant Church.
The goals of this meeting will be:
- Define the Taylorstown area that would be considered by the Small Area Plan
- Review TCA bylaws that use a 3.5 mile radius around the general store
- Review the official county recognized historic district
- Identify all federally listed historic buildings
- Identify, review, and discuss current and historical ordinances, overlay districts, and other relevant planning documents pertaining to Taylorstown
- Review and discuss the St. Louis Village Plan, the first village to go through this process, to serve as a basis for what the Taylorstown plan may look like

- Form committees focused on key areas of interest to distribute the effort needed to make this successful
- Establish social media team to promote effort and increase TCA membership
